The Combined Code - Pastoral Care of Tertiary and International Learners

The merged codes took effect from 1 January 2022. At 42 pages the Code manifests the Education and Training Act 2020 and MOE’s Tertiary Education Strategy to provide a framework for education providers. It uses the word learner 444 times, and student 70 times, and is titled the Education (Pastoral Care of Tertiary and International Learners) Code of Practice.

This 2021 combined Code provides a legal framework of 13 quality outcomes for Tertiary Education Organisations (and 10 for schools with international pupils). Part 1 says that “Providers must implement all processes in this code in a way that appropriately responds to the needs of learners within particular learning, communal and residential contexts and is consistent with code administrator expectations”.
The combined code uses the word reasonable 23 times, appropriate 63 times.
